  "selection": "TOTAL rows preferred over breakdown modes. Blank mode is used when no TOTAL exists; otherwise candidate counts in disjoint modes are summed. MEDSL repeats the full county-election total on mode rows: total votes counted once per county/year/predecessor, never summed across modes. Inconsistent denominators stay unavailable. Other ballots = total minus Democratic and Republican votes. Post-merger zero Bedford city placeholders are omitted. Unreconciled county votes are never forced to state totals. Statewide residual stays with its original state unless that entire state is merged."
